AGEC Law

The French law 2020-105, relating to waste and circular economy, known as the AGEC Law, puts forward new obligations for companies placing products on the market for end consumers in France. All producers cited in Article L541-10-1 are obliged to follow the law. To support partners, STST is hereby sharing the information that are relevant for compliance with the law.

1. Environmental Qualities and Characteristics

This obligation requires that at the time of purchase, companies in scope placing products on the market for end consumers in France provide the following product information:

  1. % of recycled material within the product
  2. Traceability (country of origin for weaving, dyeing and printing and tailoring/assembly).
  3. Presence of microplastics
  4. Presence of dangerous substances

Where can partners find this information?

  1. % of recycled material within the product
The % of recycled material of STST products can be found on the product page and the product sheet.
  2. Traceability (country of origin for weaving, dyeing, printing, assembly)
The country of origin for the specified steps of STST products can be found in the product sheet.
  3. Presence of microplastics
This obligation applies to products made with 50% or more of synthetic fibre. The composition of STST products can be found on the products page and the product sheet.
  4. Presence of dangerous substances
This obligation applies to products containing more than 0.1% hazardous substances. Since STST products are OEKO-TEX certified, there is no presence of dangerous substances.

2. Triman Logo

This obligation mandates that the sorting info, via the Triman Logo, is present for all textile, household linen and footwear products. Stanley/Stella has placed the Triman logo on the labels of all products produced as of July 2024 to help partners comply.

3. Extended Producer Responsibility

This obligation requires all companies operating in France and selling products from the category list (as defined in Article L541-10-1) to participate in the managing the end-of-service life of the products that they place onto the French consumer market. Companies may collectively implement an individual system to meet the specifications or become a member of an eco-organisation which is responsible for managing the end-of-service life of products.

The organisation responsible for textiles in France is ReFashion. The obligations include:

  1. Registering to the Refashion organisation
  2. Annually declaring products placed on the French market
  3. Paying an eco-fee based on the declarations

An eco-modulation system has also been established which awards more sustainable products. The sustainability criteria that companies must meet to receive reimbursements (bonuses) is based on:

  1. Product durability
  2. Certifications
  3. Fiber to fiber recycled content

What can partners do with STST products?

All STST products that are GOTS certified are eligible for reimbursement of the eco-fees. Thus, all GOTS certified partners selling garments in France to end consumers are eligible for the reimbursements.

4. Waste Prevention and Eco-design Plan

All producers as cited in Article L541-10-1 of the Environmental Code are obliged to establish and implement a waste prevention and eco-design plan with the aim of reducing the use of non-renewable resources, of increasing the use of recycled materials and increasing the recyclability of products. Textile producers are in scope. More information can be found here.
